The Challenge: Ineffective Waste Management
Despite the existence of solid waste management laws in India, visible mismanagement of waste, particularly in urban areas like cities and towns, remained a persistent issue. Improper disposal and accumulation of waste pose significant environmental and public health risks.
Recognizing the gap between policy and practice, the Center for Environment Education (CEE) and the State Urban Development Authority (SUDA) initiated a survey to gather ground-level data on waste management practices to inform better strategies.
Our Role: Data Collection & Support
Our organization contributed to this important initiative by undertaking the field survey component within a specific municipality.
Project Objectives (Our Contribution)
- Gather accurate data on household waste management practices within Rishra Municipality.
- Support the broader CEE/SUDA goal of understanding existing challenges in waste management.
- Provide reliable field data to contribute to the development of effective waste management guidelines.
Core Activity (Methodology)
- Successfully conducted 100 detailed surveys covering waste generation, segregation, and disposal practices within the designated survey area of Rishra Municipality.
- Collaborated closely with CEE and SUDA following their survey protocols and guidelines.

Impact & Contribution
The primary outcome of this collaborative survey effort was the development of informed waste management guidelines by the relevant authorities (CEE/SUDA).
- Data-Driven Guidelines: Our contribution of 100 detailed surveys provided valuable ground-level data that directly informed the formulation of these guidelines.
- Support for Policy Making: By participating, we supported a critical process aimed at improving the practical implementation of solid waste management policies in urban West Bengal.
- Enhanced Understanding: The survey helped create a clearer picture of household waste practices, enabling authorities to design more targeted and effective interventions.
This project highlights the importance of collaborative data collection in bridging the gap between environmental policy and effective on-ground implementation.
Continuing Relevance
While our active participation concluded with the survey completion in 2019, the data gathered and the resulting guidelines continue to be relevant for ongoing solid waste management efforts in Rishra and potentially other municipalities. This project served as a valuable contribution to informed environmental governance.
